Human beings are definitely the most important resource in an organization. Above everything else humans are the most superior in an organization. We all know that humans are essential in every organization because without them organizations would definitely not work out. If the technology or the department wherein IT id present is said to be the brain of an organization, human are the heart of every organization and without them the organization could not live and stand on its own.
Defining potent, we are talking about having the authority, being powerful and effective. So why say humans are the most potent in an organization? Well I could say humans do have the superior authority in an organization because they have the sense of rationality than any other resource of the organization. Human thinks rationally and decides with justification. Human are potent because they can do about anything they should have to do and do compared to other resources. On our other subject a statement was said about why technology could not replace human. This statement could somehow explain my point here. Human beings could not be replaced by technology because humans have judgment that the gadgets and machines could never have. Only human have the best ability on decision making, and in may other aspect in an organization.
As what I’ve said earlier human beings are very essential in every organization and without humans an organization could not work out well or could not work at all. That is why human are critical for without them there is no way of making an organization function as it is.
I’ve mentioned above more of human beings advantages in an organization and now the following would talk about human’s not so advantageous side,. hehe

Because human being has their own sense of understanding, reasoning and judgment they are most likely misunderstood. The differences or should I say the uniqueness of every human being is most prone to misunderstanding by others. We don’t have the same ideas or opinions in everything so we are least understood by other resources in the company. With human’s uniqueness among other human beings and the resources of the organization, we somehow tend to be misunderstood and lead to being hard to manage. Also with our own sense of rationality, knowledge and authority we tend to be have the thinking of being superior above other resources and this will also be a reason for being hard to manage.
"Assuming" I had heard the State of the Nation Address of President Arroyo.LOL Here are some quoted statements I picked up after reading the State of the Nation address of President Gloria Macapagal-Arroyo last July of 2009 that relates to ICT.

Quoted by her excellency President Gloria Macapagal-Arroyo, this statement is my favorite. Haha. This issue is familiar to me for I am also a phone user just like almost everyone of us. Today almost everyone uses cell phones as a primary means of communication. The problem here is the issue of vanishing cell phone loads. Telecommunication companies do have great deal of promos for their users benefit, they have unlimited calls and text but then problems occur when loads suddenly vanishes and expires ahead of time. It is a good idea of giving priority to this issue because communication is important for people nowadays specially those who have contacts in far places.

It would be a great idea of having a department that concerns Information Technology related activities. We all know that IT plays an important role in our everyday life and it would be great if there is a government department that deals with issues regarding IT. Outsourcing is also a good step of the president because this will allow those who don’t have a job to have one by outsourcing.

Wew! automated election. I totally agree of having automated elections but I think this would be done step by step as what I have said on the other assignment regarding automated elections. As a democratic country everyone should participate in choosing who they want to lead the country and this is done through elections. The problem is not everyone knows how to read and write so manual elections could not well address to democracy. But having automated elections, it would be easier to vote and this will help those who are illiterate to choose freely who they want to lead the country.
21st Century Corporations?? Asking me what I think would the 21st century corporations look like, I think it would be better that today. Fast changing technology also brings out changes in the economy and so as the corporation in the world. Fisrt I’ll define what is a corporation.
A corporation is a legal entity separate from the persons who own it or the persons who manage or operate it. In British tradition it is the term designating a body corporate, where it can be either a corporation sole (an office held by an individual natural person, which is a legal entity separate from that person) or a corporation aggregate (involving more persons). In American and, increasingly, international usage, the term denotes a body corporate formed to conduct business, and this meaning of corporation is discussed in the remaining part of this entry (the limited company in British usage).
The most common form of business organization, and one which is chartered by a state and given many legal rights as an entity separate from its owners. This form of business is characterized by the limited liability of its owners, the issuance of shares of easily transferable stock, and existence as a going concern. The process of becoming a corporation, call incorporation, gives the company separate legal standing from its owners and protects those owners from being personally liable in the event that the company is sued (a condition known as limited liability).
As I’ve said a while ago corporation are changing or should I say developing as technology continues to develop. I think corporation will continue to flourish in the coming years.

I think the 21st century corporations would have significant changes over the coming years. There would be more coping up in the cost of market items because as what I see as time passes there is always a change in prices depending on its value. Technologies in corporations would of course be more advance than today. There would be new innovations on the latest technology. Talking about technology lets take the internet for instance. Hmmm I think corporations will be more centered on making use of the internet because of its easy way of roaming around the world at the comfort of home or wherever you are. I think in the coming years corporations would be more into e-commerce and e-business because it would be more convenient on the part of companies and so as the clients. In general corporation on the following years would be more techie in terms of their facilities. The organizational areas that will experience major changes in this transformation are: leadership, the organization, assets & resources, operations, personnel, future creation, interpersonal. These characteristics are interdependent. Transformation in these areas is revolutionizing how businesses perform. It does not matter whether the business is a small retail outlet or a Fortune 500 corporation, all organizations will have to concentrate on these areas in order to effectively compete in the market. Creative strategies and tactics are essential to accessing new markets, amazing customers, inspiring employees, and ultimately delivering more value to all stakeholders.
Corporations would generally be modernized and more adaptable to change. Whatever the future corporations be the important thing is that they need to adapt to changes because changes are always constant and if corporations won’t be adapting to these changes they would probably fall.
For better understanding let us define first downsizing. Here are some definitions of downsizing:
•“Downsizing is a commonly used euphemism which refers to reducing the overall size and operating costs of a company, most directly through a reduction in the total number of employees. When the market is tight, downsizing is extremely common, as companies fight to survive in a hostile climate while competing with other companies in the same sector. For employees, downsizing can be very unnerving and upsetting.”
•“Layoff is the temporary suspension or permanent termination of employment of an employee or (more commonly) a group of employees for business reasons, such as the decision that certain positions are no longer necessary or a business slow-down or interruption in work. Originally the term "layoff" referred exclusively to a temporary interruption in work, as when factory work cyclically falls off. However, in recent times the term can also refer to the permanent elimination of a position.
Downsizing is the ‘conscious use of permanent personnel reductions in an attempt to improve efficiency and/or effectiveness’ (Budros 1999, p. 70). Since the 1980s, downsizing has gained strategic legitimacy. Indeed, recent research on downsizing in the US (Baumol et al. 2003, see also the American Management Association annual surveys since 1990), UK (Sahdev et al. 1999; Chorely 2002; Mason 2002; Rogers 2002), and Japan (Mroczkowski and Hanaoka 1997; Ahmakjian and Robinson 2001) suggests that downsizing is being regarded by management as one of the preferred routes to turning around declining organizations, cutting cost and improving organizational performance (Mellahi and Wilkinson 2004 )most often as a cost-cutting measure.”
As what I’ve understand from the definitions, downsizing means doing lay-off or reducing the numbers of employees. Organizations do this for the purpose of also reducing the company’s costs and operating expenses. This maybe of for the purpose I have mentioned but sometimes it would not turn out well. So much of having lay-offs could destroy an organization’s effectiveness. One thing that may be considered on downsizing is how could the company choose who will stay and who will remain. I think it would be hard for the company who will they discharge from the company especially if they have excellent employees. How downsized employees are treated directly affects the confidence and preservation of valued, high-performing employees who are not downsized. One outcome of downsizing must be to preserve the organization's intellectual capital.
AT&T is a communication company based in the U.S... And as I surfed the web, I found out that they to had undergone HR downsizing. This made them took off more than 18,000 jobs. That is really big.

AT&T: A Leaner Company without a Crash Diet

As the AT&T Corp. prepares to follow through on last month's announcement that it would cut its payroll by up to 18,000 jobs, it has an underappreciated tool at its disposal: practice.
Since 1993, AT&T has announced job cuts five times, introducing plans to eliminate a total of as many as 85,500 positions at a cost of billions of dollars. As the company, the nation's largest long-distance telephone carrier, has struggled to remake itself amid heavy turbulence in the telecommunications industry, it continues to find that thousands of its employees are superfluous.
In preparing for this latest round of cuts, the company seems to be taking lessons not only from its own experience in encouraging employee exits but also from those of the variety of companies that have made white-collar layoffs one of the decade's corporate vogues.
A result may be a kinder, gentler sort of downsizing. Compared with AT&T's previous efforts at shrinkage, this one relies less on layoffs and more on generous provisions intended to attract volunteers.
One advantage of such treatment is better workplace morale. Less acknowledged, however, is a potential disadvantage: Often, companies lose more of their most talented people than they would like.
Still, the push toward gentler severance has been picked up nationally. In 1996, companies tracked by Challenger, Gray & Christmas, an outplacement firm based in Chicago, gave workers who were being laid off severance pay worth an average of 12.75 weeks' salary. Last year, that figure soared to 21.75 weeks.
Certainly, many large companies can afford to be more generous these days than they could a few years ago, and tax rules are making largess more attractive. But at a company like AT&T, where downsizing announcements have become almost as regular as annual reports, enhancing buyout packages can be vital to shoring up shaky employee morale.
"Companies are recognizing that they run a real risk of losing the good will of the employees who remain, who are friends with the people who leave," said John A. Challenger, executive vice president at the Challenger company. "They run the risk that the people who remain, who are being asked to work longer and harder, are going to resent that, especially since they no longer feel they necessarily have lifetime job security.
"The companies have got to put together packages to show that this is a no-fault situation."
When AT&T said in January 1996 that it intended to eliminate 40,000 of its 301,000 jobs, the announcement seemed like the crest of a mounting wave of corporate cutbacks.
Of those 40,000 jobs, 30,000 were to be cut by involuntary layoffs. Another 4,000 workers were to leave as the company sold their divisions; only 6,500 were to leave after accepting a voluntary buyout package that had expired the week before the layoffs were announced.
Morale at the company was crippled; Robert E. Allen, then AT&T's chairman, found his picture on the cover of Newsweek magazine, in a police-style lineup under the headline "Corporate Killers."
By contrast, last month's announcement elicited hardly a yawn. At AT&T's headquarters in Basking Ridge, N.J., some midlevel managers -- the group that is the cuts' target -- were almost giddy.
That may have been because this time about two-thirds of the cuts will come through voluntary retirements, part of the richest buyout plan in AT&T's history, and one that will be made available to most AT&T managers. About a third of the staff cuts will be achieved through attrition and layoffs.
"We want to send the right message to our employees," said Adele Ambrose, an AT&T spokeswoman, "that we need to get cost-competitive but we wanted to be generous to them and express that we care about them."
Many companies care about their employees, but managing a work-force reduction is rarely as simple as paying enough.
Management experts say that weighting cuts toward voluntary buyouts, as AT&T has done, avoids many morale-destroying effects of involuntary layoffs, but gives a company less control over which and how many employees depart.
"Very often you lose the wrong people," said Jeffrey Pfeffer, a professor at Stanford University's business school who has contended that downsizing hurts companies at least as often as it helps them. "You often wind up hiring people back as temps, and oftentimes you've lost so much in morale and productivity that you don't really cut costs."
AT&T said senior executives would be able to offer incentives to especially productive groups of employees to induce them to stay.
But the tight labor market and the relatively good prospects for employment elsewhere could entice some AT&T workers who would stay with the company in more difficult economic times, said Lee Miller, an employment consultant and author of "Get More Money on Your Next Job" (McGraw-Hill).
"Since we really haven't seen this kind of job market in a while, companies are likely to underestimate the number and type of people who take these offers," he said.
AT&T is offering managers a choice of buyouts. They can take a 20 percent bonus to their pensions, or they can choose an addition to the cash they can take in lieu of a pension -- by an amount equal to 5 percent of their 1997 salary for each year of service to the company, up to 100 percent.
For buyout participants, AT&T also intends to lower the age and experience requirements for post-employment medical coverage.
The buyout will be offered to most of AT&T's roughly 60,000 managers. Managers make up almost half of the company's 128,000 employees.
A convergence of federal tax law and the current bull market may have played a role in the buyout's design. The tax code allows companies to deduct from their taxable revenue the contributions that they make to employee pension funds, as long as the total size of the fund does not exceed 150 percent of the company's pension obligations.
As the stock market has swelled, some companies' pension funds have exceeded that 150 percent limit, encouraging the companies to spend some of that money in buyout programs to allow them to continue deducting their fund contributions.
AT&T denied that such circumstances were driving the terms of this buyout, saying that its $12.5 billion pension fund for management is only 125 percent of its obligations and that the last time the company made a contribution to the fund was in 1995.
For all of its downsizing efforts, AT&T has not become much smaller in recent years.
The company has almost completely offset the cut jobs with new hires in growth areas of the company, like Internet and wireless telephone service. And AT&T has made no commitment that the buyout will result in any net reductions in its work force.
That fits with the views of James E. Schrager, a clinical professor of strategy at the University of Chicago's business school.
"What have companies learned from downsizing?" he asked. "They've learned that it's very hard to fire too many people."
What really causes downsizing? These are the possible causes of downsizing based on my own understanding. LOL

• Automation enhancements – This could be a possible cause of downsizing because technology-based growth could lead to less numbers of human works.
• Economy – the economic status could also affect businesses and could cause downsizing because of economic change. (reduction in innovation in the industry)
•eliminating low value work – This may happen if the work force in a company is not effective enough for the company. • Immediate financial crisis; • short-term improvement of financial statements; • and long-term strategic decision

Now improving the internet connectivity would be a great step for change on the university. Internet is very essential for everyone today especially for students. The popularity and accessibility of the Internet has been the driving force behind many improvements and new technologies. Even technologies that were around for a long time before the Net went mainstream have benefited from its explosion in popularity. Access to the internet brings out lots of information that are of great help for students in the university. In the university with a not-so-fast internet connection improving the internet connection is badly needed. Especially for an IT student like me, there is need to access to the internet at all time. It is good if we can just access it on the school to save time and money but I think it would not be possible for now.
If I were hired as an IT consultant of the university I would suggest the following to make internet connection better and possible for everyone.

What are the most important technologies to determine the Internet’s future? “Number one is broadband access to the home. Among my coworkers, virtually everybody has a cable modem if they’re in an area that’s served by cable modems. If they’re not, then they have ISDN or DSL. One of the heads of the Yankee Group who spoke in front of AT&T about a year ago said, “Once you have a cable modem, you’d sooner give up your firstborn child than lose it.” I use that quote because it’s exactly what happened to me: I moved from an area where I had a cable modem to an area where one wasn’t available, and I’ve been suffering for the last 10 months. I’m not giving up any of my children, thank you, but really does revolutionize how you use the computer and the Internet from home. Types of Internet Connections
As technology grows, so does our need for bigger, better and faster. Over the years, the way content is presented via the Web has changed drastically. Ten years ago being able to center bold, colored text was something to admire, while today Flash, animations, online gaming, database-driven Web sites, e-commerce and virtual offices — to name but a few — are becoming standards. The need for speed has changed the options available to consumers and businesses alike in terms of how and how fast we can connect to the Internet. While technology changes at a rapid pace, so do Internet connections. The connection speeds listed below represent a snapshot of general average to maximum speeds at the time of publication. This is no doubt will change over time and Internet connection speeds also vary between Internet Service Providers (ISP).
Analog (up to 56k) Also called dial-up access, it is both economical and slow. Using a modem connected to your PC, users connect to the Internet when the computer dials a phone number (which is provided by your ISP) and connects to the network. Dial-up is an analog connection because data is sent over an analog, public telephone network. The modem converts received analog data to digital and vise versa. Because dial-up access uses normal telephone lines the quality of the connection is not always good and data rates are limited. • Typical Dial-up connection speeds range from 2400 bps to 56 Kbps.
ISDN Integrated services digital network (ISDN) is an international communications standard for sending voice, video, and data over digital telephone lines or normal telephone wires. • Typical ISDN speeds range from 64 Kbps to 128 Kbps.
B-ISDN Broadband ISDN is similar in function to ISDN but it transfers data over fiber optic telephone lines, not normal telephone wires. SONET is the physical transport backbone of B-ISDN. Broadband ISDN has not been widely implemented.
DSL DSL is also called an always on connection because it uses existing 2-wire copper telephone line connected to the premise and will not tie up your phone as a dial-up connection does. There is no need to dial-in to your ISP as DSL is always on. The two main categories of DSL for home subscribers are called ADSL and SDSL.
ADSL ADSL is the most commonly deployed types of DSL in North America. Short for asymmetric digital subscriber line ADSL supports data rates of from 1.5 to 9 Mbps when receiving data (known as the downstream rate) and from 16 to 640 Kbps when sending data (known as the upstream rate). ADSL requires a special ADSL modem.
SDSL SDSL is still more common in Europe. Short for symmetric digital subscriber line, a technology that allows more data to be sent over existing copper telephone lines (POTS). SDSL supports data rates up to 3 Mbps. SDSL works by sending digital pulses in the high-frequency area of telephone wires and can not operate simultaneously with voice connections over the same wires. SDSL requires a special SDSL modem. SDSL is called symmetric because it supports the same data rates for upstream and downstream traffic.
VDSL Very High DSL (VDSL) is a DSL technology that offers fast data rates over relatively short distances — the shorter the distance, the faster the connection rate. • All types of DSL technologies are collectively referred to as xDSL. • xDSL connection speeds range from 128 Kbps to 8 Mbps.
Cable Through the use of a cable modem you can have a broadband Internet connection that is designed to operate over cable TV lines. Cable Internet works by using TV channel space for data transmission, with certain channels used for downstream transmission, and other channels for upstream transmission. Because the coaxial cable used by cable TV provides much greater bandwidth than telephone lines, a cable modem can be used to achieve extremely fast access. • Cable speeds range from 512 Kbps to 20 Mbps.
Wireless Internet Connections Wireless Internet, or wireless broadband is one of the newest Internet connection types. Instead of using telephone or cable networks for your Internet connection, you use radio frequency bands. Wireless Internet provides an always-on connection which can be accessed from anywhere — as long as you geographically within a network coverage area. Wireless access is still considered to be relatively new, and it may be difficult to find a wireless service provider in some areas. The university should have the best broadband connection on their laboratories so that student may use them as a tool for getting information through the internet. Another technology the university should have is the Wireless Fidelity network or Wi-Fi. At present the university does have Wi-Fi connections but just limited on some chosen spots in the university not benefiting those who need it. It would be better that university have a Wi-Fi connection so everyone could benefit of course still taking mind of the cost.
On infrastructure,. As what I’ve understand internet infrastructure are all the hardware and services required to make internet browsing possible. Of course good internet connection should come with good internet infrastructure. As time pass, technology also evolves and so better internet infrastructure could also evolve. The university should give priority of having good quality and affordable hardware components for the laboratories in the school.
On innovations,. The Internet has nurtured fantastic innovations that contributed to the welfare of the global society. Furthermore, Internet innovations are driven by the global user community and many of the innovations were not envisioned by the original Internet designers. Innovations are enabled by the abundant and affordable computing resources provided by Moore’s Law, and universal connectivity provided by the Internet. As time runs the internet as well as technology also continues to undergo innovations. Such innovations are fast changing and we should also cope up with it.
It is not easy to develop something for an organization and this should be done well. With above mentioned technologies, infrastructure and innovations that may be applicable to the universities also proper maintenance should also be done. For the computer units in laboratories there should be proper security measures so units won’t be easily infected with viruses.
